B.     Draft will be serpentine style, 25 rounds in length (SEE Sec VII)

C.     Draft Order will be determined by inverse order of previous season standings (NFL formula)

    1. Draft picks 1-10 will correspond to the 16th-7th place regular season standings Standings Tiebreakers in effect (SEE Sec XI.C)
    2. Draft picks 11-16 will be allotted to the previous season’s playoff teams:
      • 16th pick will be the Super Bowl Champion
      • 15th pick will be the Super Bowl loser
      • 14th pick will be the higher seeded loser of Playoff Round 2
      • 13th pick will be the lower seeded loser of Playoff Round 2
      • 12th pick will be the higher seeded loser of Playoff Round 1
      • 11th pick will be the lower seeded loser of Playoff Round 1
VII     Keepers

A.     Prior to the draft, teams will designate Keeper Players from the current rosters of their NFL Hometeams to be their keepers for the upcoming season

    1. Keeper Players may be of any position (including Team Defense)(position maximums are in effect)
    2. Keeper Players need not have been on the S16 team’s roster the previous season
    3. Keeper Players must be designated no later than the Keeper Lock Date (SEE Sec VII.C )

B.     Number of Keeper Players

    1. There is neither a minimum or a maximum number of designated hometeam keeper players a team may select
    2. Teams are free to select ANY number of players from their designated hometeam from 0-25 (25 being the maximum roster size) with no requirements or stipulations on player positions other than the position maximums which are in effect (and that the designated players must be on the team’s NFL counterpart)
    3. League keeper settings on the host site will be altered accordingly by the LM to allow for the manual placement of keepers based on the needs of all teams on a season by season basis (in other words, once all teams have designated their desired hometeam keepers, LM will adjust settings to the number of keepers designated by the team(s) keeping the most hometeam players)
    4. Teams keeping fewer hometeam keepers than 25, will fill out the remainder of their roster through the draft.  ‘Extra’ picks are piled onto the end of the draft and continue in draft order
      1. The draft board will be adjusted so that teams with more draft picks than other teams (because of fewer keepers) will have the extra picks on the back end of their draft; no team will get extra, early picks because of keeping fewer keepers
      2. Regardless of how many hometeam keepers any/all teams designate, all teams will each receive 1 pick, in draft order, each round, from the start of the draft until their roster is full.  At that point, that team’s draft is complete, while teams that designated fewer keepers continue drafting, in turn, until their own roster is full

C.    Keeper Lock Date

    1. Midnight of the Friday immediately preceding the draft will be designated as the Keeper Lock Date in order for the LM to have time to insure the draft board is set, locked, and ready for the draft
    2. Should any team not have designated their desired designated hometeam keepers by the time of the Keeper Lock Date, they will automatically be assigned 10 hometeam keepers, determined by the top 10 hometeam players for their franchise as ranked by NFL.com on that date

D.     Post-Draft, teams are not required to keep any of their designated keepers on their roster, nor are they required to keep a set/minimum number of their Hometeam players on their roster. Teams are not required to designate as a keeper or to keep their hometeam’s TEAM DEF/SP TEAMS on their roster.  Designatated Keeper Players may be dropped or traded as each team sees fit

VIII     Free Agency and Trading

A.     Waivers

    1. Waivers are “Revolving”, meaning waiver priority order will not reset, with franchises moving to last after a successful claim but maintaing their position in the order if no claim or an unsuccessful claim is made
      1.   Initial Waiver Priority Order will be set as the inverse order of the first round of that season’s draft
    2. Waiver Period will be 2 days
    3. Players lock at individual game time

B.     Trading

    1. There is no Trade Deadline
    2. Trades are subject to Team Owner Review with a 4 day trade reject time
    3. Any combination of personel may be packaged into a trade deal
      1. Position Maximums must be observed
      2. Roster Size limitations must be observed
    4. No Trading of Draft Picks is allowed under Ordinary Trading

C.     Franchise Tag

    1. A Franchise Tag may be used by a team to claim a player from the roster of another team if the following conditions are met:
      1. Player being claimed must have been traded from the S16 team’s NFL Hometeam to the NFL Hometeam of the S16 team making the claim
      2. The Franchise Tag Claim must be made within 7 calendar days of the NFL trade in question
      3. The NFL trade involved must occur after the S16 draft
    2. Teams have no recourse to deny a Franchise Tag Claim
    3. Teams who lose a rostered player by way of a Franchise Tag Claim will be compensated with the following:
      1. Team’s Waiver Priority Position at the time of the claim will be moved to the number 1 overall Waiver Priority
      2. Team will receive the first round draft pick of the team making the claim in the following season’s draft
        1. The team making the claim and giving their first round pick as compensation will receive an additional pick at the end of the final round of the draft to compensate for the lost draft pick
IX     Regular Season

A.  Regular season will be Weeks 1-13

B.     SimulPlay

    1. SimulPlay match-ups are defined as any match-up between S16 teams that coincide with same week match-ups between those teams’ NFL Hometeams
    2. All possible SimulPlay match-ups will be scheduled to generate the base of the S16 schedule
    3. The remaining open scheduling slots for each team after SimulPlay match-ups have been scheduled will be filled with as many Schedule Formula match-ups as it takes to fill out the season, with priority given to division games first, then common division opponents second

C.    Remaining match-ups for the regular season will begin with a schedule derived from the following Scheduling Formula:

    1. Teams will play a double round robin schedule against other teams in their division (6 games)
    2. Teams in each division will play a single round robin against teams from a common division, as matched by a rotating schedule (4 games)
      • 2013: North plays East; South plays West
      • 2014: North plays South; East play West
      • 2015: North plays West;  East plays South
      • 2016: North plays East;  South plays West
      • 2017: North plays South; East plays West
      • 2018: North plays West; East plays South
      • 2019: North plays East; South plays West
      • 2020: North plays South; East plays West
      • and so on
    3. Teams will play 2 games against 1 opponent from each of their unmatched divisions – the divisions that are not scheduled for inter-division round robin play for that season (2 games)
      1. These matchups will be based on regular season finish from prior season in which teams will play opponents with their same final ranking
    4. FORMULA EXAMPLE: In 2019 season, the North Division’s 2018 1st place team will play: other North division teams twice each (6 divisional games),  all East Division teams once each (4 common division games), and the 1st place teams from the South and West Divisions (2 unmatched division/like ranked games) – and any possible SimulPlay match-ups would be scheduled ahead of these formula match-ups
    5. If teams do not have a prior season record (new teams) they will assume the prior season ranking of the team they are replacing
    6. Any additional match-ups needed to fill out a 13th game will be a match-up at random – with weight given to rivalries – in order to complete the schedule grid
  1. LM will create schedule by creating a 13 week grid and placing scheduled match-ups from the above formula into the grid in the best possible order
  2. Consideration will be made for teams’ NFL Hometeam’s BYE week so that teams will either face another BYE week team while they are on their BYE, or play their BYE week within their division (so that the handicap is shared equally when compiling Division Records), inasmuch as it is possible
X     Playoffs

A.     Playoffs will be in Weeks 14-16 with eligible teams being the 4 Division Champions and 2 Wildcards

    1. Wildcards will be the 2 highest ranking (by League Standings) teams that are not Division Champions (Wildcards may come out of the same division) and will be seeded as #5 and #6 based on standings

B.     Round 1

    1. The top 2 Division Champions by standings (#1 and #2 seeds) will receive a first round bye for Week 14
    2. the 3rd and 4th place Division Champions (#3 and #4 seeds) will be matched vs the Wildcards (#5 and #6 seeds) for Week 14

D.     Super Bowl

    1. The winners of Round 2 will meet in the Super Bowl for the League Championship in Week 16

E.     For league stat-keeping purposes, teams that do not make the playoffs are considered to be idle/eliminated for the remainder of the season and will have their starters benched by AF personnel to result in a 0.00 score and no stats produced for playoff weeks

    1. The above rule will also apply to playoff teams that have been eliminated from the playoffs in all weeks following the week in which they were eliminated
