This page lists all 2020 AFFL Rules Updates.  Revisions to the Rule book also appear on the Rules Page (in Green Text), but this page serves to offer coaches a quick guide to all rules changes and a side by side comparison between each 2019 Rule and it's 2020 Revision (where applicable)

UPDATES:
Appendix A: Covid and the 2020 Season

A.     Keepers

    1. Any team with a player on their 2019 end of season roster who opts out of the 2020 NFL season for the reason of covid will retain the rights to that player
      1. A team wishing to retain the rights to a player that opts out of the season, must contact the commissioner with the name(s) of the player(s) in question
      2. Commissioner will then add that player to the team's 2020 end of year rosters so that the individual team will have access to the player in the following season
      3. Any player that falls under this rule will retain their 2020 preseason salary at the start of the 2021 season
    2. Any team with a player on their 2019 end of season roster who opts out of the 2020 NFL season for the reason of covid may trade that player to another team in preseason trading
      1. Teams acquiring a player in this manner may retain rights to that player by the procedure listed above
    3. Any player that opts out of the 2020 NFL season for reasons of covid but whose rights are not retained by any team prior to the start of the 2020 season, will follow all salary rules when returned for the 2021 season
    4. Free Agent Players opting out of the 2020 NFL season because of covid cannot be drafted

B.     In Season Covid Circumstances

    1. One additional IR spot has been added to the roster for the 2020 season to assist owners in roster management vis-a-vie covid
    2. Should the competition committee decide it has become neccessary, more IR spots may be added during the season
    3. This, and any additional, added IR spot(s) will be removed for the 2021 season

 

Section I.D.1 thru I.D.1.1 (Competition Committee)
  1. Competion Committee will be made up by the League Manager (LM), the League Asst Manager (ALM), the prior season League Champion, the prior season Runner-Up, and the prior season last place team
    1. In the inaugural season the 3 ‘prior season’ slots will be filled by the first 3 franchises to pay league dues in full
  • CHANGED TO:
  1. Competion Committee will be made up of the League Manager (LM), the League Asst Manager (ALM), and three volunteer coaches
    1. Coaches will be allowed to volunteer for placement on the Competition Committee each off season immediately following the League Championship
    2. Unless there is a limited pool of volunteers, coaches will not be allowed to volunteer for multiple consecutive seasons
    3. If less than 3 coaches volunteer, LM will appoint coaches to the Competition Committee at his discretion

Orphaned Teams
Section II.E.1 thru II.E.6

New Rule Inserted after II.E.2:

  1.  In the event that an owner/coach withdraws from the AFFL during the off-season period, their franchise (Team + Roster) will become an open franchise
  2. If no existing owner/coach wishes to claim the open franchise it will be claimed from outside the league, via waiting list if neccessary
  3.    Once an open/orphaned franchise has been claimed (by either an existing coach or a new/waiting list coach, that coach reserves the right to claim a different open/orphaned franchise should one become available later in the same offseason
    1. Should a coach opt to claim a different open/orphaned team, the same process will apply
    2. Once any off season roster moves (trades, free agent acquisitions, cuts) have been made by an acquiring coach the forfeit the right to claim a new open/orphaned franchise in the same off season period
  4. Coaches cannot exchange franchises more than once in any rolling 4 year period
    1. This does not apply to multiple switches (as outlined in Section II.1.3 (above)), b ut only in franchise swaps deemed to be "FINAL" by the conducting of an offseason roster move or by the draft
  5.      All open franchises claimed by a new owner/coach will carry with them all obligations received or promised through trade by the open franchise's previous owner/coach, including draft picks

2020 Scoring Revisions

ADDED>>>>>>>

A. Scoring Irregularity Review Rule

    1. There are certain rare instances where teams may want to request a "Rules Review" from the Competition Committee
    2. Certain Scoring Rules on the host site do not conform to all possible instances for fantasy scoring
      • EXAMPLE: under certain defensive scoring rules players receive a points bonus for 2 or more blocked kicks/punts, but in the MFL Score settings this falls under two different categories (blocked kicks and blocked punts) so the bonus would not be triggered by 1 blocked kick and 1 blocked punt
      • EXAMPLE: under kicking rules, kickers receive a bonus for a 100% field goal rating of different point values based on number of field goals from 1-7; there is no rule defined if a kicker were to make an 8th field goal
    3. In any instance (like the examples given above, but not limited to those examples) where a coach feels there are rules defined in the official AFFL Scoring Rules that were not granted by the host site, they may request a review by the Competition Committee
      • Request must be made by email to the commissioner and must be made in the week immediately following the scoring irregularity in question
      • In these instances, the Competition Committee is encouraged to rule in the spirit of the AFFL Scoring Rules, and simple majority vote will carry their decision
      • In the event that a sitting member of the Competition Committee is involved in the game in question, they will recuse themself, and their vote will be cast by the coach with the highest current waiver priority
      • All Competition Committee decisions are final


Rosters
Section V

A.     Team Rosters will have slots for a maximum of 19 Active Players with an additional 3 slots for Injured Reserve Players

    1. Teams are allowed to carry fewer than a full 19 player roster
    2. At no time may team roster exceed the Salary Cap

    3. Commissioner or Asst Commissioner will perform the designation to Kick Returner of any specified, elligible player on a team's roster at coach's emailed request
      1. Individual Coaches may re-designate Kick Returners on their own roster back to their original MFL designated position at any time
        1. Roster Maximums WILL BE in effect and a requisite drop of another player at that position may be required to perform this switch
    4. Commissioner or Asst Commissioner will perform the designation to Kick Returner of any specified, elligible FREE AGENT player at coach's emailed request
      1. Up to 3 players per week per coach's request can be redesignated to KR in order for individual teams to target an unspecified player for Free Agent Kick Returner acquisition
      2. Free Agent Kick Returners acquired by any team may then be redesignated by that team to player's original MFL designation

Section VI

    4. Draft picks may be traded - either in the prior season or in the Preseason Trading Period (SEE Sec IX.A.2)
    5. Draft Day Trading is allowed (See Section IX.D for full details)
      1. Teams intending to make a draft day trade, should announce a possible trade several picks in advance to allow the commissioner to start the 10 minute trade timer
      2. A 60 second counter offer period will follow any accepted trades

C.     Draft and Salary

    1. Salary Cap limits will be in effect during the Draft
    2. Rookies drafted during the draft's will be subject to post-draft salary adjustment per salary rules
      1. If a team drafts a rookie during the first round of the draft, that team should be aware that their overall cap hit will be adjusted at the conclusion of the draft and if that adjustment causes them to go over the salary cap, they will be fiorced to cut the neccessary personel to get under the cap

E.     Kick Returners and the Draft

  1. Prior to the Draft, teams may, at their discretion, designate any elligible player on their pre-draft KEEPER ROSTER as a Kick Returner
    1. After the Draft, Individual Coaches may re-designate these KEEPER Kick Returners on their own roster back to their original MFL designated position at any time
      1. Roster Maximums WILL BE in effect and a requisite drop of another player at that position may be required to perform this switch
  2. Prior to the Draft, all Draft Elligible Players (Players that are not on any team's keeper roster) will be designated with their original MFL position designation - meaning no players in the draft will be designated explicitly as a Kick Returner
  3. During the Draft, position maximum limits for Runningback, Wide Receiver, and Cornerback will be removed in order for teams to draft players above the roster limits for those positions with the intention of having them designated as Kick Returners
    1. After the draft, (RB,WR, and CB) position maximums will be re-enabled and teams will have to designate a Kick Returner or make neccessary cuts to bring their team back into legal roster status prior to being allowed to set a week 1 line-up


Free Agency
Section XIII

A.    Waiver Order

    1. Waivers are "Permanently Enabled", meaning franchises must go through a waiver proccess for acquiring all Free Agent players added throughout the entire season

    1. All unsigned players are placed onto Waivers immediately following the conclusion of the draft; after being cut by any team; and at the start of their individual games each week
      1. Bye Week players are place onto Waivers at the start of the final game of the week

D.     Free Agency Period

    1. An Open Free Agency Period will be held weekly beginning Sunday mornings at 10:00am (ET) and remain open until all unsigned players have returned to waivers by way of the start of their individual games (or the start of the final game of the week for Bye Week players)
    2. Players released to Waivers on the immediately preceeding Saturday night Waiver Event will remain on Waivers during this Open Free Agency Period, but all other unsigned players will be available as Open Free Agents at the start of this period
    3. Teams may sign any open free agent player during this time period on a first come-first serve basis
    4. Players acquired by a team during any weekly Open Free Agency Period will be paid a "Signing Bonus" equal to 50% of that player's salary
      1. This "Signing Bonus" will be payed in the form of a Cap Penalty - a reduction in the signing team's Regular Season  Salary Cap of the equivelant amount at the start of the following regular season regardless of the length of time that player is kept on the roster


Sec IX Trading has been completely updated:

A.    Trading Period

    1.   In-Season Trading will be allowed from the day after the draft until the conclusion of Week 17 - There is no Trade Deadline
    2.   Pre-Season Trading will be allowed in a Pre-Season Trading Period which will open each year on July 1 and close 72 hours before the Keeper Lock Day (SEE Sec VII)

B.    Eligible Trades

    1.  Any player on a team's roster at the time of the deal may be traded including players on IR
    2.  Any Current Year, Current Year +1, or Current Year +2 draft pick may be traded
    3.  Any combination of elligible Player(s) and/or Draft Pick(s) may be traded for any combination of elligible Player(s) and/or Draft Pick(s), EXCEPT Draft Pick for Draft Pick, however trades involving only Current Year Draft Pick for Current or Future Year Draft Picks are allowed
    4. In-Season Trades must adhere to Salary Cap Rules or must include a Player(s) to be dropped by trading team(s) to keep them within Salary Cap Rules (SEE Sec X)
    5. In-Season Trades must adhere to Roster Limit Rules or must include a Player(s) to be dropped by trading team(s) to keep them within Roster Limit Rules (SEE Sec V)
    6. Pre-Season Trades may exceed both Salery Cap and/or Roster Limits with the understanding that the trading team(s) exceeding those limits must be within those limits at the Keeper Lock Day (SEE Sec VII)
    7. Three-Way Trades are NOT allowed, however Turn Around trades WILL BE allowed with "Turn Around Trade" being defined as a player and/or draft pick being acquired by a team through trade and then immediately traded away to a third team, and further, there is no prohibition on any teams engaging in closed door negotiations with any third party team while negotiating a trade with another team
      1. Turn Around Trades are subject to counter offers just as any trade would be (SEE Sec  IX.C)

C.    Trade Procedure and Counter Offers

    1. Once a Trade Deal has been reached, terms of the trade, including player(s) and/or draft pick(s) involved will be made known to the entire league automatically, and each team will be prompted to acknowledge the trade deal with an up or down vote before submitting their line-up
    2. Teams' individual trade reject votes will not cause the trade to be rejected except by unanimous vote of the competition committee
    3. Once the agreed trade is posted, the pending trade will begin a 48 hour window in which any other team may offer a counter-offer to either party in the transaction, as long as counter offer includes at least one part (player or draft pick) of the original trade
    4. An accepted counter-offer to a trade will involve the same process as the original trade:  terms must be emailed and posted; League Office will post confirmation and issue an emailed notice to the league, and a new 48 hour countdown will begin during which the counter-offer may also be countered by any team.
    5. If a counter-offer to a pre-season trade causes a 48 hour countdown to carry over into the 72 hour period before the Keeper Lock-In Date, trade (and countdown) will proceed and counter offers to the the accepted counter may proceed as well, BUT the 48 hour time limit for counter-offers to be made MAY be shortened at commissioner's discrestion.
    6. Once any trade offer or counter offer has been confirmed with the league office by both trading parties, the trade deal may be quashed only by both parties unanimously for any reason or by one party only in the case of an injury, suspension, public arrest anouncement, or announcement of retirement of a player(s) involved in the trade
      1.  Any Trade Deals that are quashed by one or both of the trading pasrtners will work backwards through all accepted counter offers to the original trade deal where both trading partners must agree to either accept or quash the trade at each step as trade works its way backwards

D.  Trade Review

    1. Accepted trades and counter offers will be reviewed by the Competition Committee (SEE Sec I.C) who may veto the deal by unanimous vote within the 48 hour counter period of the deal
    2. If a trade counter offer is vetoed by the Competition Committee it will revert backwards in the progression of counter offers where the 48 hour counter offer period will start over

NOTE:  Trades will be processed immediately upon expiration of a trade's final 48 hour counter offer period -  but because of the nature of the rules allowing for counter offers and counter offers to counter offers, etc and because of the 48 hour period involved with each counter, there is no explicit or implicit rule on the duration of time for any trade to become finalized

    5. In-Season Trades must adhere to Salary Cap Rules or must include a Player(s) to be dropped by trading team(s) to keep them within Salary Cap Rules (SEE Sec X)
    6. In-Season Trades must adhere to Roster Limit Rules or must include a Player(s) to be dropped by trading team(s) to keep them within Roster Limit Rules (SEE Sec V)
    7. Pre-Season Trades may exceed both Salery Cap and/or Roster Limits with the understanding that the trading team(s) exceeding those limits must be within those limits at the Keeper Lock Day (SEE Sec VII)
    8. Three-Way Trades are NOT allowed, however Turn Around trades WILL BE allowed with "Turn Around Trade" being defined as a player and/or draft pick being acquired by a team through trade and then immediately traded away to a third team, and further, there is no prohibition on any teams engaging in closed door negotiations with any third party team while negotiating a trade with another team

C.     Pre-Season Trading Period

    1. Pre-Season Trading will be allowed in the Pre-Season Trading Period which will open each year on July 1 and close 72 hours before the Keeper Lock Day (SEE Sec VII)
    2. During Pre-Season Trading, once a deal has been reached for an Elligible Trade (See Section IX.B above) between two teams, the Commissioner or Asst Commissioner must be notified of the deal and details
    3. The Commissioner (or Asst Commissioner) will then publish the trade deal by email to the entire league and begin a 48 hour Trade Timer 
    4. At any time during the 48 hour countdown of the Trade Timer, any team may approach either trading party with a counter offer for the posted trade
      1. If any counter offer is accepted by either trading party during the 48 hour period, the party accepting the counter offer must contact the Commissioner (or Asst Commissioner) with the details and the original trade will be voided and a new 48 hour Trade Timer will begin for a new counter offer period to start
      2. Once a full period of 48 hours has elapsed with no counter offers accepted, the Commissioner or Asst Commisioner will anounce the trade deal to be FINAL at the expiration of the 48 hour Trade Timer
    5. If a counter-offer to a pre-season trade causes a 48 hour countdown to carry over into the 72 hour period before the Keeper Lock-In Date, trade (and countdown) will proceed and counter offers to the the accepted counter may proceed as well, BUT the 48 hour time limit for counter-offers to be made MAY be shortened at commissioner's discrestion.
    6. Once any trade offer or counter offer has been confirmed with the league office by both trading parties, the trade deal may be quashed only by both parties unanimously for any reason or by one party only in the case of an injury, suspension, public arrest anouncement, or announcement of retirement of a player(s) involved in the trade

D.        Draft Day Trading

    1. The Draft Day Trading Period will govern any/all trades taking place During The Draft
    2. Teams that may be interested in making a draft day trade, should contact and negotiate terms of a possible trade with interested teams prior to Draft Day
      1. No official agreements need be made during these negotitations, but the terms of any possible trades should be discussed before hand to save time during the draft
      2. If possible, teams that are negotiating possible Draft Day Trades should inform the commissioner prior to the start of the draft, and provide the Round and Pick number at which a trade might take place - no other details need be made known
    3. Draft Day Trade Procedure
      1. At the appropriate Round and Pick number, Commissioner will Pause The Draft and announce that there is a possible trade
      2. A ten minute timer will be started
      3. During the ten minute time limit, the trading teams must finalize any possible trade deal either by draft chat or outside of the draft room via email, etc
      4. Before the end of the ten minute timer, Commissioner will seek confirmation of the trade from both trading parties, and then announce said trade
    4. Once any Draft Day Trade has been announced by the commissioner, teams will have 60 seconds to request another ten minute pause to make a counter offer
      1. If no counter offers are made, the trade will be processed and the draft will be unpaused
      2. If a counter offer is accepted, the process repeats
    5. If teams have not made a prior announcement to the Commissioner of a possible Draft Day Trade, they can still request a ten minute Trade Pause from the Commissioner once they are on the draft clock and trade procedure will proceed as outlined above

E.     In-Season Trading

    1. The In-Season Trading Period will be open from immediately following the conclusion of the draft through to the first NFL game of Week 9
      1. All Trades must be initiated prior to the first NFL game of Week 9, but may be concluded after that point
    2. Trade agreements made during the In-Season Trading Period will be made by the usual trading procedure of the host site and will follow all Elligible Trades rules (See Sec IX.B Above) 
    3. Trades made during the In-Season Trading Period will undergo a 4 day Trade Review by mandatory league vote
      1. Teams will be required to submit their vote on any accepted trade before setting their weekly line-up
      2. Team votes are anonymous
      3. With a total of 11 "YES" votes the trade will be automatically processed (even if 4 day period has not elapsed); or
      4. With a total of 11 "NO" votes the trade will be automatically rejected (even if 4 day period has not elapsed)
      5. After a period of 4 days, even if league vote is incomplete trade will process automatically

D.  Trade Review

    1. Accepted trades and counter offers will be reviewed by the Competition Committee (SEE Sec I.C) who may veto the deal by a minimum vote of 4 (of 5) against
      1. If trade has already been processed before the Competition Committee has a chance to review/vote on it, trade can be reversed at their discretion with 4(of 5) votes
      2. During any Draft Day Trade, commissioner will keep draft paused long enough for any Competition Committee member to call for a private Competition Committee vote on the trade
    2. If a trade counter offer is vetoed by the Competition Committee it will revert backwards in the progression of counter offers where the 48 hour counter offer period will start over

      • Number of teams in AFFL = 20
      • Number of roster spots per team (starters and bench) = 20
      • 20 teams times 20 roster spots each = 400 players
      • The combined salaries of THE TOP 400 PLAYERS  = "Total400"
      • Salary Cap Formula:
Salary Cap = (Total400 divided by 20)

H.     Salary Cap for the 2020 season has been calculated to be: $438.4 million per team

I.     Cut Cap

    1. Each off-season, in conjunction with the Keeper Lock Date, the total salary of all teams' Designated Keepers must fall at or below the Cut Cap
    2. The anual Cut Cap is determined by the following formula:

J.     Cap Penalties

    1. Certain Events in the course of a season will result in a Cap Penalty assessed to individual teams involved in stated events
    2. Cap Penalties will be assessed as a reduction in the following season's Regular Season Salary Cap of the individual team penalized
    3. No Line-Up Cap Penalty = %5 million
      1. A Cap Penalty of $5 million will be assessed to teams for each infraction of failing to set a weekly line-up
      2. Penalties will not be assessed for partial line-ups due to injury/bye week/personnel issues but only to completely missed line-ups
    4. Sunday Acquisition Cap Penalty = 50% of acquired player's salary
      1. Free Agent Players acquired in any Sunday Open Free Agency Period will incur a Cap Penalty of 50% of the acquired player's salary for each Sunday Acquisition throughout the course of the season
    5. Cap Penalties and Orphaned Teams
      1. At their discretion, Competition Committee has the ability to waive all or part of any Cap Penalties carried by Orphoned Teams

Section XI Schedule has been completely reworked to introduce "Home FIeld Advantage":

 

A.     Regular Season will be Weeks 1-13

B.     In Weeks 1-4 all teams will play a randomly ordered Divisional Round Robin in which each team will play every other team in their division  (SEE Sec II.B.1)

C.    In Weeks 10-13 all teams will play a second randomly ordered Divisional Round Robin in which each team will play every other team in their division  (SEE Sec II.B.1)

D.   Match-ups for Weeks 5-9 will be the responsibility for each Franchise Owner to schedule among each other in coordination with the League Office in the Pre-Season Period before each season

    1. A Master Schedule Page will be posted and maintained daily showing all franchises' schedules and available open weeks
    2. Franchise owners must email one another to agree to a match-up in the coming season and to agree on which week that match-up will take place (according to availability) and then notify the League Office for the Master Schedule to be updated
    3. All 5 games of this period of the season must be vs non-divisional opponents
    4. Teams may not play each other more than one time during this 5 game period of the schedule
    5. Before each season's draft takes place, Open Scheduling will be closed and teams that have open dates remaining will be matched at random with other teams that have remaining open dates

 Team Schedules will designate "Home", "Away", and "Neutral Site" games

    1. Visiting Teams ("Away Team") will be handicapped -3 points on the official game scoreboard in all regular season games
    2. Neutral Site Games will have no handicap
    3. Teams will play 6 Home Games, 6 Away Games, and 1 game at a Neutral Site during the course of the regular season

C.   Teams will play a double round robin schedule in division, and 5 self-scheduled out of division match-ups

    1. Teams will play each of their Division Opponents in a Home and Away series (8 games) spread randomly throughout the week 1-13 regular season schedule
    2. The League office will post the next season's division schedule during the offseason
    3. This will give all teams a schedule with 4 Home division games, 4 Away division games, 2 Home "OPEN" weeks, 2 Away "OPEN" Weeks, and one Neutral Site "OPEN" Week, all randomized through weeks 1-13

D.   Match-ups foreach team's 5 "OPEN"  Weeks will be the responsibility of each Franchise Owner to schedule among each other in coordination with the League Office in the Pre-Season Period before each season

    2. The OTHER HALF (of the total dollar sum) of the High Score Prize Pool will be awarded to the team with the best Regular Season Total Score
      1. NOTE: "Regular Season Total Score" will be defined as the highest scoring total posted by any team for all regular season weeks (1-13) combined
      2. Tiebreaker for determining Regular Season Total Score - if there is a tie between two or more teams for the Regular Season Scoring Total, tiebreakers for Total Points Ties for determining Points Wild Card Spots (Playoff Seeds #6 and #8) will be used (Section XIII.E)
